New Mexico has a complex gambling background. When the IGRA was passed by Congress in 1989, it looked like New Mexico might be one of the states to cash in on the Native casino bandwagon. Politics guaranteed that would not be the case.

The New Mexico governor Bruce King announced a panel in 1990 to draft a compact with New Mexico Amerindian bands. When the task force came to an accord with two prominent local bands a year later, the Governor declined to sign the bargain. He would hold up a deal until 1994.

When a new governor took office in Nineteen Ninety Five, it seemed that American Indian wagering in New Mexico was a certainty. But when the new Governor signed the compact with the Amerindian tribes, anti-wagering groups were able to hold the accord up in the courts. A New Mexico court ruled that the Governor had overstepped his bounds in signing the deal, thus denying the state of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.

It required the Compact Negotiation Act, signed by the New Mexico legislature, to get the ball rolling on a full contract between the State of New Mexico and its Amerindian bands. A decade had been lost for gaming in New Mexico, including American Indian casino Bingo.

The nonprofit Bingo industry has increased from Nineteen Ninety-Nine. That year, New Mexico non-profit game owners acquired only $3,048 in revenues. This number grew to $725,150 in 2000, and passed one million dollars in 2001. Not for profit Bingo revenues have grown steadily since then. 2005 witnessed the largest year, with $1,233,289 grossed by the owners.

Bingo is categorically popular in New Mexico. All sorts of owners look for a bit of the pie. Hopefully, the politicians are done batting around gambling as a key matter like they did in the 90’s. That is without doubt wishful thinking.
